The Public Sector needs right of way consultants who have demonstrated expertise in many complicated fields: title, real estate valuation, acquisition and negotiation, escrow, and relocation assistance services. In addition, the consultant needs to have extensive knowledge about the federal, state, and local laws and regulations which govern the way such services are rendered in a public sector environment. There is another critical element which is sometimes overlooked – the people factor. This often makes the difference between a successful project and a problem. The Project Team must appreciate they are with constituents. The consultant's staff should understand how to approach the people impacted by the project in a manner which preserves the reputation of the agency. The consultant’s staff should act in a public relations capacity as well. |
